Are HMOs an effective way to cover health care costs?
Do HMOs have too much power? Too little power?

  1. HMOs are organizations contracted by individuals or insurance companies that provides all or most of a person's health care for a yearly fee.(pg 599 Edwards)

    1. In addition to what Emily has said, I will add that HMOs are not an effective way to cover health costs. Health care costs should be combated by the government, not by private companies. Also, HMOs have too much power, as they can decide which doctors and hospitals receive their clients' business.
