Ch 18 - Types of Programs

What is the difference between an 'entitlement program' and a 'means-test program'? Which type do you think is the most effective? Why?

An entitlement program is a government program that guarantees certain benefits to a particular group or segment of the population, whereas a means-tested program is a program that gives benefits only to those who can prove that they need the benefits. I think the means-tested program is most effective as it only gives benefits to those who need them. For example, even if you make over a million dollars a year, you can still receive social security checks if you are above a certain age.

  2. I disagree with Jarett because entitlement programs have the stability that means-tested do not have, meaning that there is always consistency in payout to all from that program.
