Ch 10 - Policy Entrepreneur

What is a 'policy entrepreneur'? What tools do policy entrepreneurs often use?

  1. A policy entrepreneur is someone "who invests their political "capital" in an issue. According to John Kingdon, a policy entrepreneur 'could be in or out of government, in elected or appointed positions, in interest groups or research organizations'"(Edwards 239). In terms of what tools these people use, the Edwards book states that policy entrepreneurs use "press releases, press conferences, and letter writing; convincing reporters and columnists to tell their side; trading on personal contracts; and, in cases of desperation, resorting to staging dramatic events"(239). Another term people use for "policy entrepreneurs" is "political activists", people who want to get their ideas high up on the political agenda and depend on media to get them there.
