The groups involved are government agencies, the president, the omb, the cbo, and Congress. Out of these groups, I would say that Congress is the most important. They have to revise the presidents budget, and pass it. The process of passing the budget is the most important part. Their are so many inputs on the budget, but Congress has to organize and finalize those options.
