Ch 15 - Pendleton Act

What did the Pendleton Act do?
Was the Pendleton Act a mistake?
What system is better for a bureaucracy - the 'spoils' system' or the 'merit system'?

  1. The Pendleton Act created a federal civil service so that hiring and promotion would be based on merit rather than partisan politics. I do not believe the Act was a mistake, it allows those who are most qualified to be hired. I believe the merit system is the best system because it puts the best qualified individuals in potions rather than close supporters who follow the same ideologies and same political party. The Spoils system helps those who give the largest contributions or are in correspondence in opinions to sneak into governmental positions. (Edwards 477)

  2. I agree with Blake that the Pendleton Act was not a mistake because, as Blake said, those who are most qualified for a job should be able to be hired, regardless of their party affiliation or involvement in partisan politics.
